They didn't want really take the inquiry on so they just replied that the issue wasn't addressed in the Standard. I had an RFI that took three years to get an answer for. If it is complicated it could take years. If an RFI is simple it should only take a few weeks for an interpretation.
This usually is prompted by one of the sub-committees for the 1104. Eventually an addenda will get issued correcting the error. If the committee has made a mistake, they issue their interpretation based on how that mistake reads. They usually issue their interpretations on what is written. I don't know how many people they have on "staff" that have actually worked with the standard. The API staff is not necessarily knowledgeable as they should be. I think that the API staff is supposed to send the interpretations to the chairperson for review prior to issuing one. If the staff can't come up with an interpretation they finally go to one of the sub-committees for an interpretation. Trouble is that the API has begun to issue interpretations from their staff rather than from the committee. Then they will start with the interpretations and corrections for the mistakes they have made. Yeah, they'll be sending out errata for some time.
